Marcia Peters, JD

Marcia M. Peters is a high-impact C-Suite executive and Juris Doctor with over 20 years of experience driving operational excellence and financial sustainability within the nation’s largest public health system. As a strategic architect of organizational culture, Marcia excels at aligning clinical missions with rigorous fiscal discipline to enhance enterprise value and stakeholder trust.  

Most recently, Marcia served as the Chief Operations Officer (COO) for NYC Health + Hospitals/Bellevue, the system’s 900-bed flagship facility. In this role, she orchestrated a $1.5B annual budget and directed over $400M in capital expansions, including the delivery of high-complexity surgical units and diagnostic laboratories. Marcia is recognized for her ability to navigate complex regulatory landscapes, having served concurrently as the System Chief Accreditation Officer, where she designed the regulatory preparedness framework for the entire NYC Health + Hospitals enterprise.

Her career is defined by crisis leadership and clinical innovation. She was a senior developer of the Ebola Incident Response Guide—the blueprint used to treat an Ebola patient in a U.S. public hospital successfully. She led enterprise-wide surge protocols during the COVID-19 pandemic. Marcia has a proven track record of transforming service lines into Centers of Excellence, spanning Women’s Oncology, Trauma, and Bariatric care, while securing critical Medicaid revenue streams through meticulous CMS compliance.

Beyond her executive mandates, Marcia is a dedicated educator and board member. She serves as Adjunct Faculty at New York University, lecturing on healthcare management, law and ethics, and holds seats on the Leslin Healthcare Leadership Foundation Board and the Touro School of Medical Imaging Advisory Board. Marcia holds a Juris Doctor from Brooklyn Law School and an honorary Doctor of Humane Letters. Her contributions to the field have been recognized with a Congressional Award for Contribution to Healthcare.
